I am currently on active duty. Do I have to apply in person for Level 2 Access?

No. If you are an active duty service member or a member of the Selected Reserve your Common Access Card (CAC) verifies that you have been in-person proofed.  Department of Defense (DoD) requires an individual with an active (CAC) to utilize the CAC for the purpose of registering for a DS Logon Level 2 account.
