Can I receive additional compensation benefits for a child adopted out of my family?

No.   If a child is legally adopted out of the Veteran's family and the Veteran is eligible for an additional rate of compensation based on a service-connected disability rated 30 percent or more, the Veteran is no longer entitled to the additional rate of compensation for that child.
