Why doesn't VA bill Medicare?

Why does't VA bill Medicare?
By law, VA cannot bill Medicare. The VA is obligated to bill private health insurance carriers for services provided to treat non-service connected conditions which includes health insurance companies that provide Medicare Supplemental insurance policies such as Blue Cross/Blue Shield, AARP, Cigna, etc.
